I have a table in this format:

Afghan_113 AfghanPathan 11 22 14
Afghan_79 AfghanPathan 11 22 14
Afghan_9 AfghanPathan 12 24 15
I need to convert it to Arlequin format but I haven't found any software or tool to do it. I could write a Python script myself but I wanted to know, since a lot of people work with Y-dna STRs and Arlequin, if there's already something available that I might have missed. I'm working with Ubuntu so I can't use any add-on for MS Excel.
