Dear friends, I have already finished CS in technical university in my country and currently studying Computer Modeling as master. And I want to study BioInformatics more inclined to Virology as PhD. My master thesis is inclined to Medical/Biological modelling(I hope this will help me to get to PhD). As I found most universitites want biology from Master student for PhD. Can anybody advice any universities in Europe or Asia (USA is too expensive, if there are universities that are not so expensive please tell) for PhD, or should I get any other courses ? If any information that is needed but missing please ask, so that I can answer. Thanks in advance for any advise.

Keep in mind for the US universities that it'd be extremely unusual for a science PhD student to pay any tuition (I've never heard of such a thing...and I'm from there). You generally receive a stipend (as is the case in Germany, where I am now).

Possible? Sure. Just look at some of the "Uses this" posts from Istvan to get an idea of how broad the background of people in bioinformatics is (Istvan is himself a physicist by training). The most recent post was on Nils Homer, whose background was originally CS.
