Cannot see what is the relevance to bioinformatics or Biostars anyway? Hint: Ask the authors or staoverflow politely, or install python on windows

OK, I saw that this is a tool relevant for computational biology, still my advice is to ask the authors or simply install python on windows. There will most likely not be a windows executable of the latest version if they develop a pure python package.
