I analyzed data with deseq2 and using write.table I extracted. When I open it in windows environment it looks like this.

I noticed thattThe problem occures when I try to open it by excel.

Did you use excel at some point in your analysis ? Its automatic formating can be a pain sometimes.
PS: I think your question lacks some context. Where does your data come from ? And what have you done with it to obtain those numbers ?
Looks like decimal delimiter and float delimiter are the same here. Both
