Downloading CADD scores

I want to download CADD scores (All possible SNVs of GRCh38/hg38) from the following webpage:

https://cadd.gs.washington.edu/download

However for each download link it says US | DE. I can't find an explanation for what these two things mean. Can someone explain what it means or point me to some tutorial that explains it? I haven't been able to find anything. Also, I want to download the data using HTTP links using wget. However, I am not sure what HTTP link should look like. I did the following:

wget https://cadd.gs.washington.edu/download/whole_genome_SNVs.tsv.gz

But this http link didn't work. Insights will be appreciated.

US download from USA: e.g: https://krishna.gs.washington.edu/download/CADD/v1.6/GRCh38/whole_genome_SNVs.tsv.gz

DE download from germany ( Berlin Institute of Health) e.;g: https://kircherlab.bihealth.org/download/CADD/v1.6/GRCh38/whole_genome_SNVs.tsv.gz

I did the following: wget https://cadd.gs.washington.edu/download/whole_genome_SNVs.tsv.gz

I cannot see this url in the download section..
