Hi, where to find the up-to-date gene lists on each chromosome? Also, I find on NCBI or UCSC that each gene has a position range such as 19001864..19018742. Who knows that how these coordinates are ordered? thank you.

Aside from the duplicate nature of this question (as pointed out by SamuelL, above), this is a good example of when reading the GTF or GFF specification or even just comparing what's in the file to what's observed on the genome browser would prove informative.

What do you mean by "the coordinates for each chromosome" ? You mean length ?

The coordinates are listed with the leftmost position in the first and rightmost position in the second column. What this means that the 5' end of a feature will be the first column if the feature is on the positive strand and the second column if the feature is on the negative strand.
