how to design primer with primer3 and what parameters are necessary to feed to primer3

Hello, I need to design left and right primers and this is my first time doing it. I have very basic questions and appreciate any help.

I noticed primer3 is a nice tool to design primers, but it comes with different parameters to tune. So my questions are:

1. What information I need for designing primers, in other words what are the "must feed in" parameters to the primer3.
2. I think in order to set up some of the parameters such as annealing temperature, concentration or amplicon size, I need to ask lab scientist who will be using these primers. I would appreciate any help on selection of the parameters that I need to ask lab scientists to provide me before designing primers.
