In short, 5-10% of the human genome is transcribed and ~2% is protein coding.

Exact number can not be given as this has cell type specificity. For example, there are much more non coding RNA and endogenous retroviral elements are expressed during development and in cancers which occupy much proportion of genome in comparison to that of normal differentiated cell types.
