I am a computer science student and i want to make dna database and analysis tool, can anyone tell me that do we need the complete dna sequence or a part of it is sufficient for diagnosis of diseases ?

If it would be easy it wouldn't be worth it. Pick up a textbook or start reading online. Show some respect for an entire field of scientists, you are not going to solve anything with plain ignorance.
Depends what the analysis is. A sequence could be any length of sequence, originating from any number of biological source molecules.

That is a much wider field that any one can comprehend. Teams of people spend decades defining _one_ disease and understanding how it affects people. Associating a set of changes in sequences to one physiological variation (say, a symptom) is in itself a huge challenge. I don't think it's trivial to build a database of sequences and their effects on the human body. FWIW, Human Gene Mutation Database already does this to the best possible extent, combining literature curation and sequence variation standardization.

Your project description should say what you want it to say. If someone else is describing the project for you, it's not your project and you're not supposed to be finding a solution from scratch. Talk to the person laying out the requirement and see if they can help you understand what they're talking about.
It sounds like you have a solution, but you don't know what the exact problem is. First, try to figure out what the exact problem is.
